1.  No doubt the Kosovo situation will be around for a long time, just like the aftermath of the American Revolution and the War of Irish Independence and the Six Days War and every other political and military event in history.  However, the major immediate technical military problem in Yugoslavia has been solved: the protection of the Montenegrin and Hungarian minorities.

2.  How would I know what Clinton and the UN intend to do about the Tamils? If he or they or anybody else would ask me the same question you asked me, that's the answer I would give.  And it is the UN, pathetically weak as it is, that must handle that question.  NATO is a purely regional defensive alliance.
